Screening — how a state identifies gifted students

Universal screening
All students are screened at set grade level(s).
Multiple-criteria matrix
Eligibility from multiple forms of evidence. No single metric used to include or exclude a student from programming.
Referral / nomination
Review is initiated by a teacher, parent, or self/peer nomination.
Local discretion
The state requires identification but leaves the method to each district.
Not specified
No state-level identification provision is on file.

Funding type — how state money reaches schools and students

Weighted formula
Gifted students generate funding through a per-pupil or per-ADM weight inside the state school-funding formula.
Categorical grant
A dedicated gifted appropriation is distributed to districts as an allocation or grant, separate from the main formula.
Reimbursement
The state repays districts a share of their actual gifted programming costs.
Flat appropriation
A lump sum with no per-pupil formula or grant structure specified.
No dedicated funding
The state provides no gifted-specific funding stream.
