Oregon Voter Survey: Findings Report
Oregon identifies more than 36,000 talented and gifted students, 6.7% of its public-school enrollment, but directs barely a tenth of one percent of its K–12 budget to serving them — and in 2023–24, 101 of the state's 197 districts identified no gifted students or spent nothing on them at all. A statewide survey of 860 likely voters, commissioned by CEP and conducted by FM3 Research, finds the electorate well ahead of the legislature: 56% say the state spends too little on gifted education against 7% who say too much, with majorities of Republicans, Democrats, and Independents in agreement.
